A real estate appraiser is that natural or legal person authorized by ANEVAR - the National Association of Authorized Appraisers in Romania, with significant experience in the real estate field, competence in evaluation on the real estate market, who knows, understands and can correctly implement those recognized methods and techniques that are necessary to perform a credible evaluation in accordance with the Property Evaluation Standards - ANEVAR.

Such an appraiser must be impartial, honest, fair, and without personal interests. A mandatory condition for practicing the profession of real estate appraiser is the absence of a criminal record. Another condition is compliance with the code of ethics of the profession of authorized appraiser adopted by ANEVAR.

To know exactly what the value of a property is, you need an expert's opinion, as it can evolve and regress. Regardless of whether it is a studio, an apartment, a house with land or a commercial building, you need to know the value very well, which is influenced by a number of factors.

What few people know when they seek the services of an appraiser is that they are required to undergo professional development and are required to complete at least 20 hours of continuing education each year. This is true regardless of the number of specializations the authorized appraiser has.

A cheap and hastily done appraisal report does not mean a job well done. Speed in completing the work is generally not a good thing. The only appraisal that truly helps the client is not the one done immediately, on the contrary, it is the appraisal done correctly through a complex process, which requires documentation, study, and in-depth research.

When do you need a licensed real estate appraiser?

The most common situations in which you need a real estate appraiser are when selling or transferring certain properties, but there are also many more diverse cases. Examples include situations of contracting bank loans, for which the property is offered as collateral, but also expropriations, compensation, inventories, partition and numerous other cases.

Why is it advisable to use an authorized real estate appraiser?

With the help of knowledge, but also by applying specific calculations and evaluation methods, the appraiser thus prepares the evaluation report that will ultimately be handed over to the client. The value established for a property may differ depending on the purpose for which it was carried out and its characteristics.

It is recommended that the choice of the appraiser should not be made based on the rate they charge or the speed with which they promise to provide an appraisal report. A low price may hide a lack of experience or a low quality of work, and a short time to complete the report may imply superficiality on the part of the appraiser.

What does a real estate agent (broker) mean?

The role of a real estate agent is to help you save time, money and energy when you want to buy or sell real estate. The real estate agent's role in a sale or purchase transaction is to do marketing to find suitable buyers or sellers for a particular property.

When do you need an expert real estate agent?

Each of us has or has had a real estate need, whether we are talking about selling a property, purchasing a home or simply renting. Most of the time, this real estate need turns into a stressful process, so to ease this process, a real estate agent is called upon.

How do we verify the professionalism and experience of the agent?

In the process of hiring a real estate agent, the first criterion may be to verify the extent of their involvement in the future transaction and establish the framework of collaboration. It is useful to make sure that the real estate agent's intention is to first understand your needs, so that they can then offer you solutions based solely on your needs. At the same time, it is recommended to make sure that throughout the collaborative relationship, they will have your best interests in mind, a goal that can only be achieved through exclusive representation.

In the absence of norms and regulations for the real estate agent profession in Romania, it is difficult to assess professionalism in this field. Unlike a real estate agent, the quality of an appraiser can be justified by the specific identification and initials, targeted for the current year, which attests to continuous training and the qualification of an expert real estate appraiser.

What are the differences in the price paid for the services of a real estate appraiser and those of a real estate agent?

The price charged for the appraiser's services will never be correlated with the value of the property, but with the amount of work required to prepare the report, unlike the commission charged by the real estate agent, which is generally directly proportional to the value of the transaction.
